The Brisbane Baylands Community Advisory Group (BBCAG) meets on the third Tuesday of the month from 7  to 9 p.m. at the Brisbane Community Center 250 Visitacion Avenue, 1st Floor  Brisbane, CA 94005.

We cordially invite you to attend and add input (questions, comments, thoughts) into our ongoing discussion.

Mission Statement:
The purpose of the Brisbane Baylands Community Advisory Group ( BCCAG) is to provide an open forum and community based input from the communities of Brisbane, Daly City and San Francisco and to advise the agencies charged with the remediation actions on three contiguous sites commonly referred to as the Brisbane Baylands.

DEFINITION OF THE BBCAG:
The Brisbane Baylands Community Advisory Group (BCCAG) is a group of volunteer individuals who represent the composition, diversity and interest of the local community. The BCCAG provides an opportunity for all affected and interested community members to openly learn, discuss, and provide advice to the Department of Toxic Substances Control (DTSC) and the San Francisco Regional Water Quality Control Board regarding environmental cleanup activities at the Brisbane Baylands sites. The Brisbane Baylands sites include the Southern Pacific Brisbane Operable Unit 1 (OU1), the Southern Pacific Brisbane Operable Unite 2 (OU2), and the Brisbane Landfill sites. DTSC is the lead regulatory agency for OU1. The Water Board is the lead regulatory agency for OU2 and the Brisbane Landfill. The BBCAG is seeking new volunteers.

The BCCAG is looking for representatives from the local business community; environmental organizations; and citizen/civic groups in Brisbane, Daly City and San Francisco.

“Status of the Application for A Specific Plan for The Baylands & An Environmental Impact Report Process Review” click here for presentation slides by John Swiecki,  Principal Planner, City of Brisbane. Summary of presentation: The City of Brisbane’s process in considering the future development of the Baylands includes three elements.  The first is a community education component, to introduce to the community a range of planning issues which are relevant to future planning efforts.  The second element is the formal specific plan review process, which includes the preparation of an environmental impact report (EIR).  While many of the procedural and informational requirements of an EIR are set forth in state law (the California Environmental Quality Act), the city has taken the unusual step of committing to develop and study a community-based alternative in the EIR at the same level of detail as the developer’s proposal.  The community-based process of developing this alternative is underway, and EIR preparation will be completed once an alternative is selected by the City Council.  The third element involves regional coordination, which relates to issues extending beyond the project boundaries, such as transportation and traffic, drainage, and contamination.  Regional coordination also involves understanding the implications of development proposed nearby in San Francisco which will impact the Baylands.
Sept. 16 Will Travis, Executive Director of the Bay Conservation and Development Commission gave an informative presentation to the BBCAG. Summary of presenation:San Francisco Bay is the largest estuary on the west coast of the American continents. When the California gold rush began in 1849, the Bay covered 787 square miles. But the Bay was shallow; two-thirds of it was less than 12 feet deep. The unfortunate result was that as the new State of California began to grow, the Bay began to shrink. By the middle of the 20th century, the size of the Bay had been reduced by one-third, and 239 square miles of low-lying filled land surrounded the Bay. One of the most publicized impacts of global warming is a predicted acceleration of sea level rise. This increase would increase the historic rate of sea level rise, which between 1900 and 2000, raised the level of the Bay waters by seven inches. As a result, water levels in San Francisco Bay could rise an additional one meter by the end of this century and inundate over 200 square miles of low-lying shoreline property and over $100 billion worth of public and private development. Over the past year, the San Francisco Bay Conservation and Development Commission (BCDC) has taken the initiative to formulate a broad outline of a comprehensive strategy for addressing climate change and adapting to sea level rise in the Bay region. Will Travis, the Commission¹s executive director, is providing a presentation to the public so that all interested parties can be aware of the ideas expressed in BCDC¹s suggestions for a regional strategy and have an opportunity to engage in a thoughtful discussion on the critical issue of how government, businesses, the academic community, community organizations and the general public can most productively work together to address global warming in the Bay Area.

Since 2005 when the Brisbane Baylands Community Advisory Group was created, we have met monthly. To date our activities and accomplishments, include :

  1. Commented and endorsed a proposed temporary remediation and re-vegetation of the North Ditch for the Regional Water Quality Control Board;

  2. .Brought the Bay Conservation & Development Commission and the State Lands Commission to speak about their regulatory roles and how they relate to the Baylands;

  3. Commissioned and received a Study Characterizing the Brisbane Landfill;

  4. Provided comments in Nov 2008 to the City of Brisbane for the EIR process on Baylands Specific Plan;

  5. Adopted By-Laws;

  6. Leachate Management Plan - Comments to Regional Quality Board;

  7. Comments to Proposed Remedial Action Plan for the Regional;

  8. Quality Board in regards to the Kinder Morgan Petrolium Distribution Facility (Tank Farm); and

  9. Input on Kinder Morgan Petrolium Distribution Facility (Tank Farm) Remedial Action Plan.

We serve as a public participation component to the regulatory process, previously lacking under the Regional Water Quality Control Board’s jurisdiction.  We notify and attend community meetings in each other’s jurisdictions and have supported the production of a remediation summit focused on groundwater issues that may be associated with climate change.
